The OPECC tool was developed for the professional engineer in an educational context, to promote the understanding of the specific principles of a mechanistic design approach. From the perspective of cost-performance analysis, OPECC allows the comparison of different solutions adopted by the professional engineer to optimize the pavement structure according to its priorities.

Taking into account the choices of the professional engineer, OPECC calculates the stresses and strains in the pavement structure and offers potential performance trends for rutting and for fatigue cracking based on different models. The calculation of the evolution of those performances, based on empirical transfer functions found in the literature, uses different coefficients. Those coefficients used in OPECC are arbitrary and were not validated on Canadian roads.
